What is this Retry, Resend Business?

Occassionally when you are using the program (especially on Internet Explorer) you will get the following message:

What it means is that the page was asked to be updated and instead of complying with your wishes the browser decided to ask if you were sure sure sure.  

The proper response is to click on the Retry button.
